DVIDS – News – Korea Army Finance and Accounting Services Center Construction Project Completed

USAG HUMPHREYS, Republic of Korea – The U.S. Army Corps of Engineers (USACE), Far East District (FED), recently handed over Project SPT110A, the Army Finance and Accounting Services-Korea building, with an acceptance letter ceremony ( ARL), here, May 24.

Located in the Humphreys Downtown Business Park near Maude Hall (formerly known as the One-Stop building), is a two-story building that will provide the necessary infrastructure to support the financial operations of all military and civilian personnel in South Korea.

During the event, Deputy Commander – Transformation and US Design and Construction Agent (DCA), USACE FED Col. Garrett B. Cottrell accepted the building on behalf of the US Government from the Chief of the Management Team of the program, Republic of Korea (ROK) DCA, Department of National Defence, US Forces Korea Relocation Office, Col. Pyo In-tae.

“This is one of the few remaining projects of the Yongsan Resettlement Program (YRP), but it has also been one of the smoothest projects of my tenure here since 2017,” Cottrell said.

“It is thanks to the cooperation of all stakeholders that we can get where we are today. Good job. 감사합니다 (Thank you),” he said.

The YRP moved most of the USFK and Seoul Metropolitan Area headquarters activities to southern areas, notably to the U.S. Army Garrison Humphreys.

“This project is the last project to be transferred from the Republic of Korea to the United States this year,” Pyo said.

“I want to express my gratitude to the entrepreneurs and stakeholders,” he said. “As the Korean government points out the ROK-US alliance. This is part of our great effort toward the grand covenant.

At the conclusion of the ceremony, key members of the project delivery team were recognized for their outstanding efforts.


USACE Far East District is the primary engineering, design, and construction agent for all DoD agencies in the Republic of Korea. Since its inception, the Far East District has played a vital role in the security and stability of the region and in strengthening the alliance between the United States and the Republic of Korea. As such, it also fulfills a unique mission; the only “maneuver” district within the USACE, the FED must always be ready for war, even while building for peace on the Korean Peninsula. The Far East District is responsible for the execution of a multi-billion dollar program, the largest construction program managed by the United States military.
